ITEA 2012 BOARD ELECTION

The purpose of the Board of Directors is to undertake management of the business and affairs of the Association. The goal of the elections process is to ensure the Board represents a broad spectrum of the T&E community and mirrors the functional diversity of the community to include members of the technical, management, policy, and analysis sectors. The number of elected Directors of the Association is currently eleven, of which there are FOUR (4) POSITIONS that will be filled by this election.

The FOUR (4) ELECTED DIRECTORS will each serve 3-year terms from September 2012 through September 2015. Elected Directors will be presented to the membership during the 2012 Annual Symposium, which will be held 17-20 September 2012 in Huntington Beach, California.

2012 BOARD CANDIDATE BIOGRAPHIES

MARK D.J. BROWN, Ph.D.
Vice President

BIOGRAPHY - Among the systems that Dr. Brown is responsible for are threat simulators and Radar Environment Simulators (RES) developed within STI. Earlier in his SRC career, Dr. Brown was the SRC Principal Scientist in support of the Test and Evaluation / Science and Technology (T&E/S&T) program, first for the Director of Operational Test and Evaluation (DOT&E) and then for the TRMC. In this role, he was responsible for reviewing and recommending technology developments to the Government Program Manager to meet future T&E needs. Before joining SRC in 2003, Dr. Brown worked for Sikorsky Aircraft as the lead researcher on weapons controls for the Comanche helicopter. He was responsible for overseeing the team of researchers and programmers involved in developing the complex integrated fire control algorithms for the multiple weapon systems on the Comanche. Before joining the private sector, Dr. Brown spent 25 years in the Civil Service. From 1991 to 2002, he worked for the U.S. Army Space and Missile Defense Command (SMDC). During his time at SMDC, Dr. Brown led technology developments in a wide range of technologies in support of the Missile Defense Agency (MDA). Dr. Brown was integral to SMDC’s involvement in the MDA Small Business Innovation Research (SBIR) program and other advanced technology initiatives including advanced Radio Frequency mitigation techniques, directed energy weapons (high power microwave and neutral particle beam); innovative guidance, navigation and control laws to achieve zero miss intercepts; development of novel optical and radio frequency sensors; and the development of advanced computer security technologies. From 1987-1991, he worked for the U.S. Air Force in Warner Robins conducting systems integration, test and evaluation, and foreign technical assistance activities. Dr. Brown earned his Ph.D. and MS degrees in Electrical Engineering from the University of Alabama in Huntsville and his BSEE from Georgia Institute of Technology. He currently serves as the President for the ITEA Board of Directors. He has served many other positions for ITEA including Vice President of the ITEA Board of Directors, President of the Rocket City Chapter, member of the Publications Committee, and chair of numerous conferences, including the 2011 ITEA Symposium.

PERSONAL STATEMENT - I believe my service to ITEA and the BOD is incomplete. I am prepared to serve another term as President of the EXCOM. ITEA has seen a great deal of turn over in its leadership recently, with the President not serving two terms. That hinders the Board's ability to make adjustments and improvements as each President takes the time to learn their job. ITEA is at a critical juncture. With reductions in defense spending, it will take judicious innovation to remain at the forefront. Judicious in that we must weigh each investment to ensure that it will bear fruit, but we must innovate to grow. I believe that I am a champion for that within ITEA.

STEVE L. MORACA

BIOGRAPHY - Steve Moraca is a Nevada resident with 30 years of technical, engineering and management experience primarily testing advanced Defense Systems and Subsystems. Steve is currently the Vice President of Process Improvement for JT3, LLC providing technical and engineering services to the Department of Defense at the Air Force Flight Test Center, Edwards AFB, California; the Nevada Test and Training Range; the Utah Test and Training Range; and the Navy’s Electronic Combat Range at China Lake, California. Steve began his career as EG&G Special Projects, Project Manager/Systems Engineer. Where he formed test and measurement engineering services applied in the field of Military operational test and training range environment. He specialized in radar systems analysis and test infrastructure development involving communications, electronic subsystems, power distribution and data collection systems. Steve was assigned EG&G Special Projects Plant Manager responsible for operations and facilities management of the Special Programs Facility ($6.0M in annual sales/80 people) involving procurement, logistics, work scheduling, drafting/design services, fabrication and manufacturing operations. This led to his assignment as Director of Operations & Maintenance where he Led daily T&E Range operations ($20M in annual sales/300+ people) involving advanced electronic systems and data collection systems. Currently, he is a member of JT3 LLC, Raytheon and URS Joint Venture in the capacity of VP Process Improvement Center. He is responsible for Strategic planning architect for the J-Tech Program, performs customer requirements gathering to develop supporting strategies and action plans. Strategic plan delivers a roadmap to success for a 15 year performance based contract, involving more than 1500 employees, and 6 subcontractor companies supporting 4 locations across 3 states. In spite of his heavy workload he has continued an aggressive education program. A long time strong supporter of Continuing Education Steve has complied the following impressive credentials: Lean & Six Sigma Green Belt Trained, Advanced Project Management Certification, and Certified (2001 – Current) Project Management Professional (PMP). Steve is currently active on the University of Nevada, Las Vegas (UNLV) Engineering School Board of Advisors. Steve is married to Carol and has 2 children.

PETER NIKOLOFF
Director / Senior Weapon Systems Engineer

BIOGRAPHY - Mr Peter Nikoloff obtained an Aeronautical Engineer degree from RMIT in 1986 and is a Director and Senior Weapons System Engineer at Nova Defence. He has 25 years experience supporting and conducting test and evaluation of military systems. Prior to starting Nova Defence 12 years ago, Peter commenced his defence career with the Advanced Engineering Laboratory (DSTO) studying and developing towed target systems for both the RAAF and Navy. Peter also supported the International Follow On Structural Test Program (IFOSTP), a joint program with the Canadians addressing the airframe life extension for the F/A-18 during which he transferred to the Aircraft Research and Development Unit (ARDU). Peter worked as a Flight Test Engineer at the Aircraft Research and Development Unit in the role of Senior F/A-18 Test Engineer. During his time at ARDU he worked on a large number of the RAAF’s weapon systems. He had major involvement with several Hornet T&E projects, including the Hornet Upgrade Project (HUG) and ASRAAM missile evaluation and integration. Peter has also had significant involvement with the Woomera Test Range both in its upgrades and operations, including air to ground and air to air weapons testing and was the Safety and Operations Officer for the Japanese NEXST1 scale supersonic aircraft trials at Woomera. During his time with Nova Defence the company has grown from 2 to over 250 personnel. Peter has worked on many projects including operational testing of C130J transport and Wedge tail early warning aircraft, the upgrade of the RAAF fast jet flight test capability, JASSM stand-off weapon and AWD Test & Evaluation planning. Recently Peter supported RAAF with the introduction of the Range Control and Safety System for the Woomera and assisting with the JP3024 the Woomera Test Range Remediation Project. PERSONAL STATEMENT - Australia has a small T&E community that is isolated from the wealth of knowledge and experience that has been established in the USA. My aim is to increase the interaction of our T&E communities to the benefit of us all.

RANDELL E. SURCH
Enterprise Structures Test Capability Leader

BIOGRAPHY - Randy Surch is the Value Stream Leader of the Boeing Test & Evaluation Huntington Beach organization. As Value Stream Leader, he is responsible for the safe, high quality, test execution supporting multiple Boeing Commercial, Defense and Space Programs. He leads a multi-disciplined team of managers, engineers and technicians performing test execution in multiple test lab environments, including the structures, dynamics, environmental and electromagnetic test laboratories. Additional responsibilities include the development of a strong safety culture, improved technical excellence and employee development. Randy has been with the Boeing Company since 1988, contributing to major Boeing programs that include the Space Shuttle TPS DeSign and the C-17 Structures & Avionics Test Labs. Prior to his association with the Boeing Company. Randy worked at the Northrop Corporation and contributed to the B-2 program as both a design and test engineer. A native of Michigan, Randy earned his Bachelor of Science in Civil Engineering from the Michigan State University, and his MBA from the Pepperdine University. Randy resides in Aliso Viejo, California, with his wife Cindy. Randy and Cindy have three adult children and two small dogs, His hobbies are running, weightfifting and motorcycling.

PERSONAL STATEMENT - Randy’s continued involvement as an ITEA Board Member will continue to provide a fresh perspective from his experience in leading transformational change that is desperately needed within our test community as a whole. His connection with the Boeing Company and the multitude of Boeing’s Business Partners will also provide him an opportunity to help ITEA focus on the on-going issue on how to foster strategic partnerships to better integrate industry and government. In addition, Randy is passionate about the issue we face in our industry regarding our aging workforce and how to develop our future T&E workforce.
